Abstract
Barış ve istikrarı sürdürmek için Avrupa kıtasında bütünleşme çabaları uzunca bir süre üzerinde önemle durulan bir konu olmuştur. Hiç şüphesiz bu birliktelik iradesini koruyacak bir silahlı gücün oluşturulması da bu çabalara paralel olarak sürdürülmüştür. Avrupa Ordusu kurma konusunda en temel girişim, II. Dünya Savaşını müteakip kıtada Sovyet tehdidine karşı bir güç oluşturma ihtiyacından kaynaklanmıştır. Ancak savaş sonrası Avrupa devletlerinin bu tehdidi karşılayacak güçten uzak olmaları nedeniyle ABD öncülüğünde kurulan NATO vasıtasıyla bu ihtiyaç karşılanmıştır. Sovyetlerin yıkılması Avrupa üzerindeki tehdidin ortadan kalkmasına neden olmuş, AB kendi menfaatlerine uygun daha bağımsız dış ve güvenlik politikaları geliştirmeye yönelmiştir. Fakat NATO ve ABD’ye olan güvenlik bağımlılığı buna engel olmaktadır. Kıtasında yaşanan krizlere dahi müdahalede NATO ve ABD’nin yardımına muhtaç olma gerçeği, ortak bir Avrupa askeri kuvvetin kurulmasına yönelik iradenin güçlenmesine neden olmuştur. Ancak, kurulacak bir ordunun NATO kadar güçlü ve caydırıcı olamayacağı ve ABD’nin kıtanın korumasındaki rolünü zayıflatabileceği endişesi bir ikileme neden olmaktadır. Makalede, küresel çok kutuplu düzene geçişle birlikte Avrupa güvenlik yapılanmasında NATO’nun varlığı ile müşterek bir Avrupa ordusu kurulması gayretlerinin yarattığı çelişkiler incelenmiş ve yorumlanmıştır. Avrupa güvenlik mimarisinin oluşumunda önemli rol oynayan siyasi liderlerin görüşleri, basın açıklamaları ve komisyon raporlarının bütünselliği dikkate alındığında bir Avrupa ordusu teşkilinin kaçınılmaz olduğu sonucuna ulaşılmıştır.
