PROJE PORTFÖY YÖNETİMİ VE TEKNİKLERİ

Öz

Proje portföy yönetimi, üstlenilecek bir
projenin potansiyel finansal getirilerini analiz amacıyla proje yöneticileri ve
proje yönetim organizasyonları tarafından gerçekleştirilen bir süreci ifade
eder. Bu anlamda klasik yatırım projesi değerlendirmesinin ötesinde proje
portföy, yöneticinin kaynak kısıtlarını, şirketin stratejik yönelimini,
projenin olası risklerini de dikkate almak zorundadır. Bu bağlamda Net Bugünkü
Değer, Sermaye Tayınlama, Dengeli Puan Cetveli, Ticari Değer Analizi ve
Kazanılmış Değer Analizleri teknikleri ile senarize edilmiş örnekler üzerinden
çeşitli hesaplamalar yapılmış ve bu yolla sadece ne olduğunun değil aynı
zamanda nasıl yapılabileceği üzerinde durulmuştur. Alternatif yatırım
projelerinin değerlendirilmesinde özellikle Kazanılmış Değer Analizine kalite
boyutunu ekleyerek Çok Boyutlu Finansal Analiz yapmanın önemi vurgulanmıştır.

PROJECT PORTFOLIO MANAGEMENT AND ITS TECHNIQUES

Öz

Project portfolio management refers to a
process carried out by project managers and project management organizations to
analyse the potential financial returns of a project to be undertaken. In this
sense, beyond the classical investment project evaluation, it is necessary to
consider the resource constraints of the project portfolio manager, the
strategic orientation of the company, and the possible risks of the project. In
this context, various calculations have been made on the scenarios that are
prepared by using Net Present Value, Capital Rationing, Balanced Scorecard,
Commercial Value Analysis and Earned Value Analysis techniques. In the
evaluation of alternative investment projects, the importance of multidimensional
financial analysis was emphasized by adding quality dimension to Earned Value
Analysis.
